OFCOM and Regulation
Ofcom (The Office of Communication) is a non governmental organisation that is regulates content on broadcasting telecommunications and the postal service, when reviewing a complaint they take into account the context such as the time the show is aired where ones after watershed hours (5.30AM-9PM) are likely to be ignored, they have the power to fine broadcasters and pull their licenses i a major brach is proven but they only enforce regulations after they are aired where they cannot shut down or remove anything while considering the right of Free Speech . The Indonesian organisation KPI (Komisi Penyiaran Indonesia) is government sponsored and called into life with the 2002 based on Act No. 32 of 2002 on Broadcasting.
The Miss Universe 2019 segment shown on INDOSIAR was heavily censored not due to complaints but as the broadcaster (Indosiar) had to adhere to strict media guidelines in Indonesia, fearing a fine they decided to overdo as other broadcasters have done and opted to show the Miss Universe event while blurring all of the model's bodies. This specific show was aired on the Fokus Pagi segment which starts at 4.30 in the morning until 11AM, a time when many kids and their families watch.
